The 4th Industrial Revolution, driven by scientific and technological advancements and widespread digitization, has significant implications for the field of management.
A survey conducted by Gartner, a prestigious technological research center in the United States, reveals that 42% of organizations in the country are already incorporating various aspects of artificial intelligence (AI). Furthermore, 30% of these organizations have plans to leverage AI innovations in the near future.
McKinsey’s research also provides promising insights into the application of AI in management. According to their findings, implementing AI can automate approximately 50% of administrative tasks, leading to increased efficiency and reduced errors resulting from human intervention. When it comes to business management, studies by Accenture and PwC indicate that AI applications have the potential to uncover 72% of currently unseen business opportunities. Moreover, by 2035, the adoption of AI-based administrative systems worldwide is projected to save up to a trillion dollars while adding just 1 trillion to overall business costs.
Based on these research findings and predictions, it is evident that artificial intelligence should be embraced as an integral part of the new era. A comprehensive exploration of its effective application is therefore crucial.
Azerbaijan, recognized as an innovative country in the region at the forefront of research and application of cutting-edge technologies, demonstrates a keen interest in exploring the possibilities and prospects of Artificial Intelligence (AI) adoption.
The country has been diligently addressing contemporary challenges and has taken significant steps in this domain. In recent years, Azerbaijan has been home to notable initiatives such as the “ASAN Service,” which has received a United Nations Prize for its provision of innovative public services. Additionally, the establishment of the “The Center for Analysis and Coordination of the Fourth Industrial Revolution” highlights Azerbaijan’s commitment to strengthening its position in this transformative era. The country’s active participation in fostering digital development, innovation, and the improvement of the innovation ecosystem is facilitated by organizations such as the Innovation and Digital Development Agency, which plays a pivotal role in organizing activities related to digital transformation.
Besides the prominent actors in Azerbaijan’s innovation landscape, the “Modern Information Society and Innovations” Public Union (MISI) stands out as a noteworthy non-governmental organization dedicated to coordinating research efforts in the field of innovation.
Through these various institutions and initiatives, Azerbaijan is actively working towards enhancing its innovation environment and promoting advancements in the application of AI and other emerging technologies.
One noteworthy project that deserves special mention in this context is the “Investigation of international experience regarding the possibilities of application of artificial intelligence in governance” presented by MISI.
This project aims to explore the potential opportunities and risks associated with implementing artificial intelligence in various management domains. It also seeks to share existing experiences and theoretical knowledge in this field, while studying the advanced Finnish practices in fostering collaboration and synergy between academia and the labor market.
During the initial phase of the project, meetings with innovative institutions in Azerbaijan were conducted to identify the relevant perspectives for studying international experiences. The project organizers had planned meetings with several local institutions, including:
- Ministry of Digital Development and Transport
- Innovation and Digital Development Agency
- State Agency for Public Service and Social Innovations
- The Center for Analysis and Coordination of the Fourth Industrial Revolution (4SIM)
- Azerbaijan State Economic University
The questions, comments, and suggestions of institutions operating in the field of innovation in Azerbaijan increased the effectiveness of the discussions and experience exchange that were held in Finland as the 2nd stage of the project. In order to study the experience of Finland, meetings were organized with the following organizations:
- City of Helsinki
- City of Tampere
- Aalto University
- Silo.ai
- RiverRecycle Company
- Aalto University
- Embassy of the Republic of Azerbaijan to the Kingdom of Sweden
The 3rd stage of the project involved the analysis and summarization of the conducted studies, which ultimately aimed to draw up a “Framework Document” based on the Finnish experience and share the obtained information with the relevant local government agencies.
We believe that the mentioned research project added value to the general work in the field of innovation by strengthening the “Road Map” drawn up for the development of the National Strategy on Artificial Intelligence. Also, the implementation of the project was one of the important initial steps taken in the direction of effective cooperation between the participants of the innovation ecosystem in Azerbaijan and the relevant individuals and institutions of Finland, which ranked 4th in the global ranking in the field of artificial intelligence application.
