We are pleased to announce that the research project (assuring citizen participation in the “smart cities” and “smart villages” concept) has been finalized and the report called “Smart city for all” – Framework for assuring citizen participation in “Smart city” and “Smart village” (based on Swedish experience)” has been published. This research was prepared to study the best practices used in international practice regarding the methods and ways of ensuring public participation in the application of the “smart city”/”smart village” concept and to determine the necessary steps for its application in the liberated territories of Azerbaijan, especially in the city of Shusha. In addition to international best practices, the framework includes the results of a survey conducted among the residents of Shusha, the cultural capital of Azerbaijan that has just been liberated from occupation, as well as the results of a workshop conducted among schoolchildren.
During the preparation of the document, meetings were held with both local and foreign state bodies, municipalities, and private companies responsible for the implementation of the relevant concept.
Our study trip has covered meetings with Swedish municipalities, government authorities, Lund university and Ericsson, and UNEP Copenhagen Climate Center. The Hammarby Sjöstad district, which was rebuilt based on the most modern standards, and the Brunnshög district – the new smart city which is under construction have been visited by the team. As a result, we have acknowledged a comprehensive view of the issue and obtained insights from experts based on their related projects.

The project has been implemented by the Müasir informasiya cəmiyyəti və innovasiyalar NGO, the winner of the special grant competition announced by the NGO Agency within the framework of the “Year of Shusha”.
