Within the framework of the project “Research of International Experience on the Application of Artificial Intelligence in Public Administration,” the Modern Information Society and Innovations Public Union (the Union) launched a research visit to Finland.
As part of the visit, the Union’s representatives held meetings with the Helsinki City Municipality, where discussions focused on the legal, technical, systemic, and awareness-raising aspects of applying artificial intelligence in public administration.
During the meeting, the Union presented an overview of innovation-driven digital governance solutions implemented in Azerbaijan, including the ASAN Service model, the E-Government Portal, the Mobile Notary system, e-Court iştirakçılığı e-Enforcement systems, the Labor and Employment Subsystem, and the Findoc.az electronic credit history portal. Attention was also drawn to Azerbaijan’s cooperation with international organizations in the field of the Fourth Industrial Revolution, including the role of the Fourth Industrial Revolution Analysis and Coordination Center (4SIM), as well as the activities of the Innovation and Digital Development Agency.
A separate meeting with the Startup Support Group of Helsinki Municipality focused on Finland’s startup ecosystem, technical and advisory support mechanisms provided by public institutions, and tools used to promote innovation-oriented startup initiatives. The discussion also covered applications developed using municipal data and algorithm-based solutions with strong potential for future use.
The meeting enabled an exchange of experience on strengthening smart governance and innovation ecosystems through artificial intelligence.
