While the country has made significant progress in expanding digital infrastructure, notable <strong data-start=\"358\" data-end=\"465\">gender disparities remain in access to technology, digital skills, and employment within the ICT sector<\/strong>. Addressing these gaps is essential not only for gender equality but also for strengthening economic growth, innovation, and social inclusion.<\/span><\/p>\n<p data-section-id=\"12c1to6\" data-start=\"610\" data-end=\"645\"><span style=\"color: #000000;\">Limited Access to ICT for Women<\/span><\/p>\n<p data-start=\"647\" data-end=\"1019\"><span style=\"color: #000000;\">One of the key challenges is that <strong data-start=\"681\" data-end=\"807\">women in Azerbaijan generally have less access to ICT tools, digital resources, and technological training compared to men<\/strong>. This gap can be influenced by several factors, including social norms, unequal access to technical education, and lower participation of women in STEM (Science, Technology, Engineering, and Mathematics) fields.<\/span><\/p>\n<p data-start=\"1021\" data-end=\"1529\"><span style=\"color: #000000;\">Improving women\u2019s access to ICT is critical for several reasons. Digital technologies increasingly shape modern economies, and <strong data-start=\"1148\" data-end=\"1308\">limited digital access restricts women\u2019s opportunities to participate in emerging sectors, online entrepreneurship, remote work, and digital public services<\/strong>. Expanding digital access and skills among women would therefore support <strong data-start=\"1382\" data-end=\"1414\">women\u2019s economic empowerment<\/strong>, increase their financial independence, and contribute to <strong data-start=\"1473\" data-end=\"1528\">more inclusive and sustainable economic development<\/strong>.<\/span><\/p>\n<p data-section-id=\"1hnuguj\" data-start=\"1531\" data-end=\"1585\"><span style=\"color: #000000;\">ICT as a Catalyst for Women\u2019s Economic Empowerment<\/span><\/p>\n<p data-start=\"1587\" data-end=\"2007\"><span style=\"color: #000000;\">The ICT sector offers <strong data-start=\"1609\" data-end=\"1722\">high-value employment opportunities, flexible work models, and the possibility of global market participation<\/strong>, making it a powerful tool for advancing gender equality. Encouraging women to engage in fields such as <strong data-start=\"1827\" data-end=\"1934\">software development, data analysis, cybersecurity, digital entrepreneurship, and technology innovation<\/strong> can significantly increase their participation in the knowledge economy.<\/span><\/p>\n<p data-start=\"2009\" data-end=\"2439\"><span style=\"color: #000000;\">Moreover, greater involvement of women in ICT contributes to <strong data-start=\"2070\" data-end=\"2117\">diversity in innovation and decision-making<\/strong>. Research consistently shows that diverse teams produce more creative solutions and develop technologies that better reflect the needs of society as a whole. Increasing women\u2019s participation in the digital economy therefore benefits not only individuals but also <strong data-start=\"2381\" data-end=\"2438\">companies, institutions, and national competitiveness<\/strong>.<\/span><\/p>\n<p data-section-id=\"rfzpin\" data-start=\"2441\" data-end=\"2488\"><span style=\"color: #000000;\">Women\u2019s Representation in the ICT Workforce<\/span><\/p>\n<p data-start=\"2490\" data-end=\"2765\"><span style=\"color: #000000;\">Despite the growing importance of digital industries, women remain <strong data-start=\"2557\" data-end=\"2612\">underrepresented in the ICT workforce in Azerbaijan<\/strong>. Currently, women account for <strong data-start=\"2643\" data-end=\"2700\">approximately 31% of those employed in the ICT sector<\/strong>, indicating that the field remains predominantly male-dominated.<\/span><\/p>\n<p data-start=\"2767\" data-end=\"2939\"><span style=\"color: #000000;\">This imbalance highlights the importance of <strong data-start=\"2811\" data-end=\"2848\">targeted policies and initiatives<\/strong> that encourage women and girls to pursue careers in technology.
